Job Summary

The Minnesota Department of Health (MDH) is expanding our role in monitoring the health care market. Help chart the course by supervising the Health Care Provider Market Oversight & Analysis unit and serve as the subject matter expert for other health policy discussions or initiatives related to health care provider service use, economics and financing, and consolidation.

Primary responsibilities include:
  • Direct the research, analysis, modeling, and publication of findings pertaining to trends in utilization, service availability, and finances of health care providers in Minnesota's health care market.
  • Lead the conduct of research activities by performing public interest reviews under MN Statutes 144.552.
  • Direct MDH's partnership with the Minnesota Attorney General's Office related to implementation, refinement, analysis and dissemination pertaining to MN Statutes 145D.01 and 145D.02.
  • Develop and guide legislative studies related to Minnesota's health care provider market.
  • Provide leadership in maintaining and refining the collection of provider data and the systems used to collect, store, and analyze these data.
  • Lead the development of HEP policy proposals related to the provider market and analyze proposals under consideration during the legislative session.
  • Build, supervise, and mentor a team of four or more professionals. Collaborate with subject matter experts and contracted vendors to support comprehensive research and analysis.
This hybrid position is eligible for up to 50% telework for applicants residing in Minnesota or in a bordering sate within 50 miles of the work location. Telework of up to 50% may be approved at supervisor discretion based on the needs of the position.

Qualifications

Minimum Qualifications

  • Four (4) years* of experience as a senior researcher in health economics, health services research, or a related field. Experience must include the following:
    • Demonstrated experience with designing research studies
    • Evidence of performing economic or statistical research to study national or state health care markets
    • Experience with synthesizing findings from research studies to inform health policy or implement health regulation or health legislation
    • Experience with health care organization financing and accounting
AND
  • Demonstrated leadership experience which may include:
    • Experience as a manager, supervisor, lead worker, team lead or project lead;
    • Completion of a State of Minnesota leadership program (e.g. ELI, L4, Everyday Leaders);
    • Completion of a similar or equivalent leadership development program through another organization;
    • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include: 1+ years identifying issues, goals and strategic actions, AND 100+ hours/year time commitment.
*A degree in a related field such as Economics, Health Services Research, Public Policy, or Public Health may count towards professional experience as follows:
  • Associates = 6 months
  • Bachelor's = 12 months
  • Master's = 18 months
  • PhD = 24 months
Qualifications to further be assessed in the interview process:
  • Knowledge of and demonstrated skills to perform complex statistical and economic analyses
  • Ability to synthesize findings from complex research for a range of audiences with varying technical skills.
  • Experience with supporting multiple research studies concurrently.
  • Familiarity with health care organizational structures and underlying business arrangements.
  • Human relations and communications skills sufficient to achieve effective working relationships with the agency, the public, and policymakers.
Preferred Qualifications
  • Experience with planning, designing, developing, and implementing rigorous statistical, econometric, and quantitative models.
  • Experience testing hypotheses and assessing health care delivery system capacity.
  • Experience evaluating market concentration and assessing the impact of health care reform initiatives and policy changes on health care market trends.
  • A working knowledge of state and federal regulations related to mergers and anti-trust, and initiatives aimed at health care market oversight.
  • Masters degree or Ph.D. in economics, health services research, public policy, public health or a closely related field.
  • A history leading teams in a research or health policy setting.
