Job Description

Fraud Investigator Location: Legal Division/Fraud Unit, 800 W Washington St., Phoenix, AZ 85007 The State of Arizona, Industrial Commission of Arizona (ICA), is seeking an exceptional individual to support the Fraud Investigations Unit in the Legal Division. The Investigator conducts investigations of fraud in workers’ compensation claims, responds to questions, draft reports, and may testify to findings in court. The Investigator also provides support to the Legal Department, fulfilling information requests, surveillance, or interviewing of individuals. All duties are performed in accordance with the Arizona Management System (AMS) principles. Posting Details Hourly Rate: $24.4691 Grade: 19 Closing Date: October 20, 2025 Responsibilities Plan, organize, and conduct investigations of alleged fraud in workers’ compensation claims; interview witnesses; preserve testimony; perform surveillance; locate, examine, and preserve documentary evidence; evaluate investigation details and apply state statutes to determine if a complaint is substantiated by a preponderance of the evidence; determine whether a matter should be reported to the appropriate licensing agency and/or the Attorney General’s Office for prosecution. Participate in AMS huddles, required trainings, and agency/department/unit meetings. Communicate with Supervisor to discuss investigative plans, resolve difficult issues, and share information. Maintain investigation logs; write investigation reports detailing methods, procedures, events, evidence, and results; submit Fraud Unit reports to the appropriate entities; testify as required. Drive state automobile to various locations throughout the state to conduct unit business. Work remotely within Arizona based on department needs and performance measures, where applicable. Knowledge, Skills & Abilities (KSAs) Knowledge in Arizona administrative practices and procedures and personnel rules and requirements. Federal, state, and agency laws related to workers’ compensation, fraud, occupational safety and health, debt collection, labor, investigations, and evidence. Purposes, goals, policies, procedures, and practices of the ICA and the Legal Division. Techniques for interviewing and records searching. Private industry practices and government, business, and occupational regulations. Investigative technology and equipment; Internet tools, databases, and other information sources relevant to agency investigations. Skills in Teamwork; planning/organization, multi-tasking, and time management. Clear and concise oral and written communication, with attention to detail. Use of computers and investigative software and equipment. Problem-solving, ingenuity, and decision-making. Interpersonal communication, including testifying in legal proceedings. Conducting investigative research and applying effective investigative techniques and tools. Critical and logical analysis of investigative facts and evidence; interpreting and applying applicable law to investigative activities. Proficiency with Google Suite. Ability Interact professionally with a diverse group of clients, coworkers, and the public. Work effectively with staff and demonstrate ethical, courteous, and professional behavior. Exercise good judgment, multi-task, prioritize, and adapt to changing circumstances. Maintain emotional control and work under pressure; travel within and outside Arizona, including overnight stays. Perform duties independently and manage investigative assignments in a fast-paced environment. Possibly work remotely as job requirements permit. Selective Preferences Three years of experience in an investigation-related profession. Fluent in Spanish. Course or training in investigative techniques and procedures. Competent computer skills with knowledge of social media applications (e.g., Facebook, Twitter, Instagram).
